Why drain valve should be used only when boiler is shut down.why can not we use it for blowdown purpose?

To avoid scalding.pressure is more in furnace thus it is liquid.as pressure reduces but the temperature remain same it suddenly state changes to steam.thus it can burn people nearby.drain v/v generally goes to bilges.
